The Emergency Service Communications Bureau is an agency within the Public Utilities Commission. The Bureau, with input from the Enhanced 9-1-1 Council, oversees the implementation and operation of the statewide Enhanced 9-1-1 system.

Albert E. Gervenack, ENP, Director

In 1998, Al Gervenack was hired as Director of the Emergency Services Communications Bureau. The Bureau is responsible for the development, implementation and operation of Enhanced 9-1-1 services in Maine. He received his national certification as an Emergency Number Professional in June 2002.

Al's extensive experience in public safety, government and telecommunications spans 30 years. Prior to joining the Bureau, he directed similar 9-1-1 projects in Pennsylvania, Maryland and Washington states.

Robert Gasper, ENP, Project Manager

Bob Gasper joined the Bureau in 2000 as the Technical Support Manager. He is the primary contact for all issues relating to Public Safety Answering Point (PSAP) issues and ongoing technical support. He received his national certification as an Emergency Number Professional in April 2006.

Bob brings 25 years of experience from Central Maine Power where he managed the purchase of power from independent producers, and was involved in the company's restructuring efforts.

Stephan Bunker, Operations Manager

Steve Bunker is responsible for training and certifying almost 700 9-1-1 call-takers in the operation of the new communication equipment and system technology. Steve will also oversee quality assurance standards at the 48 PSAPs.

A seasoned public safety veteran, Steve has more than 30 years experience working in law enforcement, fire fighting, EMS and dispatching. He is an active member of APCO and NENA.

Maria Jacques, ENP, Data Base Manager

Maria Jacques is the primary contact for all issues relating to the Enhanced 9-1-1 databases. She manages the technical support contractors involved in addressing, and is the liaison for the 23 telephone companies for data base development and maintenance issues. Maria also manages the Bureau's public information and community outreach program, and is the webmaster and newsletter editor.

She received her national certification as an Emergency Number Professional in June 2002.

Maria brings over 15 years of public safety experience to the Bureau. She is active in NENA.
